Head of Estimating

Salary: £75,000 - £85,000

Reporting to the Head of Pre-Construction, the Head of Estimating will manage the estimating resources and processes to support the generation of profitable tenders.Full description:

Our client is a leading construction, services and property group specialising in building and civil engineering, support services, commercial property development and structured property financing and private and affordable housing.

The company delivers construction projects for a variety of private and public sector clients. Their teams have extensive experience and an excellent reputation of working in partnership with clients, across a diverse sector base, such as local authority and central government frameworks, as well as those for educational, custodial, healthcare and community facilities.

Role

Reporting to the Head of Pre-Construction, the Head of Estimating will manage the estimating resources and processes to support the generation of profitable tenders.

 Key Objectives, Accountabilities and Responsibilities

  • To manage the estimating resources (people and finance) and processes in the business unit
  • To accurately estimate the costs of projects to maximise the order pipeline and its conversion into market share, revenue and operating profit within the business unit
  • To support the generation of profitable tenders for authorisation and submission
  • To estimate the costs of projects in order to meet or exceed customers’ requirements
  • To recognise contractual, financial, technical and operational risks and to find opportunities to minimize risk and maximise gross profit
  • To support the fulfillment of the pipeline of contracts safely, on time, and to the required quality while maximising gross profit and customers’ satisfaction
  • To support the development of the functional strategy and implement all company policies including those for SHE and risk management
  • To promote the companies values towards its customers to meet or exceed expectations
  • To support the process of assessing, preparing (including post-tender activities), validating, adjudication and final submission of tenders on time and to the highest quality
  • To support the handover of the project plan (PEP) to the fulfillment team (procurement, contract management, commercial management and project management)

Commercial Leadership

  • Recognise contractual, financial, technical and operational risks and to find opportunities to minimise risk and maximise gross profit
  • To support the achievement of the annual financial budget (operating profit) for the business unit
  • To take full leadership responsibility for the commercial performance of the estimation division in the region
  • To provide regular, accurate, consolidated reports and forecasts for the business unit and company on finance, operational performance, capability and capacity, policies and procedures compliance
  • To propose estimating resources for projects
  • Actively manage the resource and make appropriate changes to the size/scale of the workforce as required
  • Ensure the company are not left exposed contractually
  • To support the generation of profitable tenders
  • To support the winning of contracts whilst minimising risk and maximising gross profit
  • To negotiate with suppliers and subcontractors

Management of Resources

  • To lead, manage and motivate the business unit’s estimating staff and to establish its full commercial contribution to the organisation
  • To ensure team members adhere to company systems, procedures and policies
  • To manage and support the estimating resources (people and finance) and processes in the business unit
  • To ensure the business unit estimating staff has the required capacity, capability and competency
  • Take a hands on approach when needed to support the generation of tenders
  • Create reporting tools that illustrate real time progress positions and give early warnings

Safety, Health and Environmental Responsibilities

  • To implement and comply with company SHE policy and procedures, all legal requirements, and best practice within the business unit
  • To allocate resources within delegated authorities
  • To implement best practice
  • Chair and initiate SHE improvement/review meetings.

Leadership through Inspiring Others

  • Lead the estimating team ensuring devolved accountability and leadership of the goals and metrics required within the business line to ensure commercial success
  • Create and enforce a culture of high-performance and discipline both directly and via the team members
  • Appraise direct reports, set objectives and identify training and development required
  • Coach, motivate and support staff within the business unit
  • Recruit and appoint staff at relevant level
  • Identify potential successors
  • Identify underperformance and deal with appropriately
  • Recognise and acknowledge outstanding performance.

Candidate Profile

The ideal candidate should:

  • Be experienced managing an estimating team within a tier 1 contractor or leading sub-contractor within construction or possibly civil engineering contractor
  • Be a competent user of Excel spreadsheets
  • Have experience and an understanding of different procurement routes and tender processes
  • Be capable of effectively managing the estimating resources (people and finance)
  • Be process driven
  • Be self-motivated and able to motivate others
  • Be well qualified to degree level within a construction related discipline
