Interim Strategic Director (Technology)

Jisc Technology and Infrastructure (Jisc T&I) is a new organisation created to deliver the aspirations of the Wilson report within a new integrated Jisc. The organisation will bring together into a single management domain all of Jisc’s digital technology and infrastructure development and production resources such as strategy, people, organisations, services and operations to be overseen, directed and optimised in a coherent way in order to:         

  • ensure that all Jisc’s digital IT capabilities, resources and expertise are applied efficiently and creatively to effectively support research, education and skills activity across the UK and globally on a sustained basis
  • lead, organise and manage the performance of all digital infrastructure, technology, applications and services, at the heart of which is the UK’s advanced data network -  Janet
  • develop, pilot and deliver a broad range of appropriate high quality information and communications technology services and support to meet the needs of customers, both now and in the future.

The Interim Director Strategy, Jisc Technology and Infrastructure is responsible for supporting the Executive Director, Jisc Technology and Infrastructure in the development of a clear and relevant technology and infrastructure strategy in line with the Jisc Strategic Vision and leading the implementation of that strategy across the Jisc organisation. Reporting to the Jisc Executive Director, the interim post-holder will do this by both utilising and reshaping existing resources inside and outside of the Jisc organisation along with new opportunities to form a comprehensive and appropriate technology and infrastructure offering for the whole Jisc range of customers. The post-holder will be required to support a highly successful and agile business to:

  • develop and deliver services to support the requirements of the research activity both within the UK and in a global context
  • develop and deliver services to support teaching and learning activity both within the UK and increasingly in a global context
  • develop and deliver services to support the ICT administrative systems needs of the UK research, education and skills organisations and communities.


To be successful the interim post-holder will be required to:

  • be responsible for the appraisal of the technology and infrastructure service offerings provided across the organisation, both internally and externally and define the short and medium-term roadmap for developing and reshaping Jisc technology and infrastructure resources, implementing against that agreed roadmap
  • clearly articulate new and innovative ideas in an evidence based and persuasive manner which will inform the creation of a clear Jisc Technology and Infrastructure strategic plan
  • work effectively and collaboratively with Jisc Futures to evaluate and recommend new technologies, tools and techniques that would benefit our customers, establishing and resolving infrastructure priorities, and managing resources to support the Jisc Strategic Vision
  • work closely with Customer Experience to clearly understand the needs of each segment of the communities of users and clearly articulate those needs both internally and externally
  • be responsible for ensuring that the requirements and risks, both technical and commercial, associated with proposed technology solutions are properly articulated and evaluated
  • be responsible for establishing national and global interoperability through a standards based approach
  • coach and develop staff to be effective in a business-like and creative environment
  • develop relevant performance indicators to measure the alignment of activity against the JT&I strategic plan and the impact of the implemented strategy on customers and their business
  • effectively contribute to appropriate meetings and conferences, as required, which may involve being away from base from time to time
  • keep current with professional developments, new techniques, and current issues through continued education and professional growth.

The interim post-holder will be expected to have:

  • a minimum of 5 years leading the strategic and operational aspects of digital technology enterprise in complex environments
  • a minimum of 7 years IT leadership, preferably in both commercial and publically funded enterprise
  • financially literate with significant experience of planning and managing capital, operating and project budgets within a complex and volatile environment
  • practical experience in the strategic and operational implementation of new technologies such as cloud, virtualisation, data centre, date management and analytics, mobile, data networks service context
  • knowledge of shared service environments
  • strong project management understanding with broad experience in design, development and deployment of infrastructure technology solutions
  • demonstrable ability to adapt and respond effectively to changing circumstances and deliver projects on time, on budget and to specification
  • strong and effective interpersonal skills with strong persuasive skills and able to work effective  across business functions and at all levels in a complex organisation
  • evidence of strong presentational and communication skills
  • some understanding of consulting or interim work associated with complex IT projects
  • proficiency in Microsoft Office and other support tools using mobile and collaborative technologies effectively.


  • Degree or equivalent
  • MBA or MSc
  • Membership of relevant professional bodies e.g. BCS
